How to filter with a specific field in an overlapping bar chart from dashboard ? Tableau

I have a bar chart sheet which is displaying the years of 2 data. There is an overlapping on the bar charts to distinguish the different level. I created a set to choose 2 years of value. For example 2012 and 2016. In any case I am using the field year in this sheet. Here comes the issue. I am using tableau dashboard's filter to filter across the different sheets.



Since the bar chart sheet is using year static value 2012 and 2016. When I click on it. I don't get the specific year filtered on the other sheets. How can I do so that it filters on the year ? Actions ? Highlights ? Any suggestion ?
