Trying to instal luasql with luarocks on windows 7

Im trying to install luasql for mysql on windows 7, I do have lua 5.1 installed and sql community.enter image description here Ive been trying just about all day and keep running into error it keeps telling me that it cannot find the mysql.h file but it is in the file path. Any help would be great!
