Powershell/Command Prompt - how to rename multiple files with characters inside each file at specific line at...

I have around 900 text files (GL reports), all of them are having random character names.
Now inside each file, in 68th line, at XX position the GL number (16 char long) will be there.
I need to rename all the files with respective GL numbers.
My work pc has Powershell.
I was trying using:
Renaming text files based on the first word in the file in Powershell
But I can't find how to select characters at specific position with specific length.
Please help.

I copied and pasted part of your question into Google with "powershell" in front - "powershell select characters at specific position with specific length." and the third link was Extract the nth to nth characters of an string which is what you want - the$string.SubString($start, $length)
