Does a Postgres pg_restore restructure the table in any significant way?

We've noticed that, when we take a pg_dump of a table, the restored table performs much better than the original. We haven't been able to figure out why. Note that we vaccuum regularly, meaning the original table has been vacuumed. And so I don't think that's the cause of the difference. Does anyone know what happens during a pg restore? Are the table rows maybe being re-ordered (as happens during a cluster)? We're using Postgres 9.3.
