CRM Organization Request - SetWordTemplate

I am having the problem where if I run similar code to what is below in a C# console application, I have no problems. The document gets saved as a note to Notes inside the quote as desired.



The problem comes when I try to run the code (below) in a plug-in. When ran I get the following error. "The request SetWordTemplate cannot be invoked from the Sandbox".



I am placing the file as an attachment into an email so ideally this would be all inside a plug-in without calling out and running a workflow separately.



My question would be do I need to convert the entire process to a workflow step or is this possible from inside a plug-in? For context I altered the code at one point and threw an error with the Guids of both the target Quote entity and the documenttemplate entity.
