OpenVPN Site2Site Connection lost on high workload

I have a problem with my OpenVPN site2site connection.



On low traffic the connection is stable and everything is fine but if the workload increases the packet loss rate increases too and ends in a connection lost.



For example:
If I download a lager file via HTTP over the VPN connection the download starts with full speed and goes exponentially down to zero and ends with connection lost. The parallel ping shows an increasing packet loss rate.



What I already tried is to set the MTU down to 1400 without any change.
I also tried to use tcp instate of udp which makes it worse.
