Something may imply one thing to one person and something else to others.
I'll take a stab at it.
"broad rules of the game" would be high level description of the rules.
For example, this is a game that involves three phases, gather, build, and attack."this is a very broad issue" is when a particular issue covers a wide range of factors or topics. For example, poverty is an issue that involves economic, political, psychological and historical factors just to name a few.
I'll be interested to see what "broad" implies to others.

@Rrrrhh - it means if you want to go to a finer level of granularity there are many more than two, but one can create a classification system that reduces this down to two “broad” types.
