How do I put code into SharePoint Online

I am a new-comer to SharePoint development.
I have a SharePoint Online site for my team. On the site we want to keep up with our testing tasks. We want to record projects in one list and then have engineers post their activities on those projects in another list. Our goal is to have an Excel spreadsheet which will always be current with the work that has been completed on each project so I have that spreadsheet in a document repository. I envision the project manager issuing a add a project to the Projects list and then that project being available for the engineers to add their activities on the project. For example, Project A has begun. Then, an engineer would go to the activities page and add an item showing that he or she wrote developed 5 test cases and has 7 more to be developed. Test cases completed and test cases pending are columns on the spreadsheet and are also in the activities list on the site. When the engineer submits that activity, I want to take that list item and make some changes to the Excel spreadsheet in the document repository as a result of that activity. How do I do this?
When a list item is added... I do what? I believe I will need to write some C# code. when I complete the code, what do I do with it? (I believe I already know how to access the list based on the CSOM that I researched last night. My ultimate issue is really how do I get my code onto the site and set the site to execute my code once I have it there?
We use SharePoint Online as a part of Office365. I believe it is version 2016.
