Deserializing JSON string using JsonConvert

I am trying to deserializing my json string to json object using the following code

string jsonString = "{"id":"15006","code":"Error CODE","message":"Error Message"}";
Dictionary<string, string> headerJson = JsonConvert.DeserializeObject<Dictionary<string, string>>(jsonString);

However, this is not working and there is an error when deserializing.

Can someone tell me what I am doing wrong here?

Error message:

An unhandled exception of type 'System.IO.FileNotFoundException' occurred in Newtonsoft.Json.dll
Could not load file or assembly 'System.Security.Permissions, Version=0.0.0.0, Culture=neutral, PublicKeyToken=cc7b13ffcd2ddd51'. The system cannot find the file specified.
