Solution for ora_12700
I have an oracle 12c database that installed in a windows server 2008. I changed Nls_Lang parameter in Oracle because It does not support Persian characters,
but after that oracle does not startup at all and give Ora_12700 error.
so what should I do to solve this problem and can start up my database
oracle plsql oracle11g windows-server-2008 oracle12c

A quick google says that this means you have an invalid NLS parameter. For others to assist you would need to provide the initial value that it was and what you are trying to set it to.
