stopped selecting a screen area

On RedHat 7.5, pressing controlshiftPrint Screen stopped selecting an area of the screen, namely - the cursor does not change into a +
to allow selecting.
I can still screen-capture using <Application>
/<utilities>
/<screenshot>
.
Any idea how to make controlshiftPrint Screen functional again?
