Since this question is going to come up again..and again with completely different sets of text, the best way to answer the person providing the query is to equip them. Provide an excellent source reference on English grammar.
I would recommend W. Strunk, Jr. & E.B. White's "Elements of Style" - The University of Washington has it in .pdf https://faculty.washington.edu/heagerty/Courses/b572/public/StrunkWhite.pdf
II. Elementary Rules of Useage:
- In a series of three or more terms with a single conjunction, use a comma after each term except the last ...............................................3
- Enclose parenthetic expressions between commas .................... 3
- Place a comma before and or but introducing an independent clause .. 4
In two, small pages written in bullet format you get the rules on English commas.
If WSU's free version in .pdf doesn't suit you, buy the newer 4th Edition (1999) for about $8.00 USD Amazon or order it in many Bookstores.
Another excellent source is Purdue University Online Writing Lab (OWL) https://owl.purdue.edu/owl/purdue_owl.html (search on "commas") - - Quick. Simple.
The last is my favorite. H.R. Fowler, J.E. Aaron, and J. Okoomian's "The Little, Brown Handbook" Pearson Longman Printing. The newer editions have printed book with links to online resources. Pearson provides the Instructor version in .pdf format at this link (free): http://www.pearsoncustom.com/de/instructor/Instructors_manual.pdf
Simplest is best, and the first of these three takes less than 5 minutes. You simply apply them to your text. You'll be right every time.
