build a high starting point think tank

0

I noticed a sentence from an official website of Chinese government
"Liu Qibao stressed to build high starting point and high level new-type think tank with Chinese characteristics". I'm not sure whether high starting point is used correctly here? Actually, what he wants to say is to bring together high-level senior people right from the outset, instead of establishing a training ground for neophytes. thank you

You're right, it's very poorly worded.

  • I wonder whether "stressed" is really what they mean, too.  Without context it's hard to say, but it seems that that word could have been meant to be ''selected'' or ''appointed''.

"Liu Qibao stressed the fact that the new think-tank they were building would be composed of high-level Chinese talent. This means that no employee will need training and the site will be fully functional as soon as it's in operation."
