How to create a scheduler app in mac os x like scheduler7?

I want to do task scheduler in MAC like windows. This should programmatically add, edit delete and list the scheduled task. The task should be like displaying message or a script execute or a document open or any application open. it should one time execute or repeated event on the scheduled time. Mainly after task is scheduled it should be executed by the system which means our scheduler app should not be open always. Basically the task should be registered in calendar. How to do this in MAC OS X. Thanks.
