How to create the .vimrc file with windows 10

So I am using windows and vi (not vim) but I don't know how to create my .vimrc file. I have looked at other questions on stack exchange and online and I can't get _vimrc to work. I also tried using .vimrc. I use windows 10. Can I please get step by step instructions on the creation of the file to make changes work?

  • I cant add code because of a glitch. I just went to my home directory and did vi .vimrc. In the file I added different 'set' commands, saved, exited, then entered vi again. The settings did not work. Then I tried the exact same thing again but with a file named _vimrc in the home directory. That didnt work either. The code I have is coppied from this link. codeincomplete.com/posts/my-vimrc-file
