Python numpy random array generation

I'm not familiar with python, but I have a task that I should implement using python. I have next limitations:
- max number of elements in array
- max value of element
- max number of modifying element in array (number of elements which values != 0)
- step (step that changes element value from 0 to max value)
The task is to generate all possible arrays with these restrictions.

It'd be good if you did some research / reading up about NumPy array manipulation. Just putting your question title into a search engine should already be a good starting point.

It's not very clear what you mean by all possible, or even the 4 constraints are odd for random numbers.
