Can't change to special keyboard layout on Debian

0

I'm aware of the mass of questions of answers regarding changing the keyboard layout on Linux and specifically Debian-based systems. Sadly, all these don't help, because I am not trying to change the language of the keyboard layout, but try to choose a specific variant of the language layout I am using.

What I want:
I want to be able to use the layout

pc / qwertz / German / Standard / Programmer

What I am doing:

sudo dpkg-reconfigure console-data
select keymap from full arch-list
select pc / qwertz / German / Standard / Programmer

What happens:

Nothing. System stays with generic de keymap.

The problem now is that no setxkbmap or loadkeys or keyboard-configuration or console-setup or anything like that helps me, because they only offer the generic de keymap I already use. I want the German Programmer keyboard layout, nothing else.

My system:

         Icon name: computer-desktop
Chassis: desktop
Operating System: Debian GNU/Linux buster/sid
Kernel: Linux 4.18.0-1-amd64
Architecture: x86-64

LANG=en_US.UTF-8
LANGUAGE=en_GB:en_US
LC_CTYPE="en_US.UTF-8"
LC_NUMERIC="en_US.UTF-8"
LC_TIME="en_US.UTF-8"
