Honest minors but dishonest with bigger issues

Looking for a proverb/saying that describes a person being honest about/with little things but dishonest about bigger issues. A board of directors of s non for profit organization ran a transparent voting process in which people voted for their preferred color of the new carpet, which is a simple thing and people didnt have to vote on it. However, earlier the same person managed election for board members and he cheated, and won in the elections, he was also the one managing the elections.



There's a proverb that says "straining st at a gnat but swallowing a camel" but the proverb is not very famous and not easily understood which doesn't make it a good candidate. Please suggest!
