Does technology mean the technique, the terminology, or both?

Does technology mean technique, terminology, or both?

I am asking because it would seem that language itself is a technology, a tool, for distinguishing reality, but would in common usage would think of English as a technology in a similar way to Physics as a technology.

So a corollary question is if "technology" is a synonym of "distinction"?
