I know that code is a countable noun, and I tend to refer to IPA like a code.

The IPA is unique: it’s a proper noun. You can have more than one IPA encoding, but not more than one IPA (please wait 5 minutes for someone to make a beer joke). That is, the encoding (or transcription) is countable, but IPA remains a proper noun.
