Laravel: Unable to perform migrations

I have went through some posts here about this issue, but nothing seems to really help me so far. So maybe someone can explain me what can i do to fix this problem? Basically i have previously created 2 projects on php laravel, but now i cant migrate the databases. it gives me these error messages:
This is the error that i m getting
Have tried on changing ports in .env and my.ini but that didnt help.
In my project folder which is photocase in that pic, i have all migration files under that project map.. so in command-prompt im opening that project map and doind php artisan migrate after which i get this error
So maybe can someone help me with this.

Can you log into your database using the mysql cli?

The message is clear: your local software can't connect to the server machine's MySQL server. For us to help you you need to explain how you're migrating the databases in much more detail. Please edit your question.

through phpmyadmin i can log in with root. In my project folder which is photocase in that pic, i have all migration files under that project map.. so in command-prompt im opening that project map and doind php artisan migrate after which i get this error.

Did you clear your config after modifying your.env
?php artisan config:clear
