What is the meaning of “jobs problem”?

I find on Wikipedia that "labour problem" is defined as"the problem of improving the conditions of employment of the wage-earning classes." Does the "jobs problem" in the context like "xxx(some country) has a jobs problem" refer to the unemployment or related phenomena? I am not sure.

          I believe what that means is the problem of being under-paid and all the negatives that come with it (such as a poorer quality of life that is a direct result of being paid too little), not just a labor shortage or lack of skilled workers (or unemployment, for that matter).
