Windows 7 HDD locked and “Data error (Cyclic Reduncancy Check)”?

I have a locked, internal HDD; out of my old Toshiba Satellite. It will only let me as far as the BIOS HDD User Password.
So I took it out of the laptop, connected it to my new laptop and have given-up on recovery.
Now how do I go about formatting and loading Windows 7 back on this HDD that, otherwise, won't initialize and errors saying, "Data Error (Cyclic Redundancy Check)"?
