iOS scrolling issues

I have been having an issue with positioned elements.
I am trying to make a modal popup in one of my applications, but it is not working properly on an iPad/iPhone.
The CSS is very simple:
.modal {
position: fixed;
top: 0;
right: 0;
bottom: 0;
left: 0;
overflow-y: scroll;
}
.modal-body {
padding: 20px;
}
Yet, when I scroll down the "modal" on an iOS device, it doesn't have the same fluidity as a normal page. I read somewhere that this was due to being fixed, so I changed it to absolute and the issue was still there.

Can anyone tell me why this is happening and maybe help me fix it?
