I would like to prevent programs from stealing window focus in Mint Linux 19. I have tried changing the "Prevent focus stealing" option in the Windows preferences dialog (see screenshot below), but it doesn't seem to prevent programs stealing focus. Is there a way to do it?

I actually provided a screenshot of the same dialog box referred to in your link in my actual question, asking why changing the setting doesn't work. I have seen your link before, the issue is that the setting has no effect.
