How to deploy a Data-tier application with a reference to master

In VS2017 I have a database project with 4 external database references, of which 2 to SQL Server System Databases. The dacpac-files for the system databases come from C:Program Files (x86)Microsoft Visual Studio2017ProfessionalCommon7IDEExtensionsMicrosoftSQLDBExtensionsSqlServer140SQLSchemas. In Visual Studio the project builds and deploys fine (the latter because it uses a script, and not the dacpac directly).



When I publish the main project's dacpac file using sqlpackage, it does complain that it cannot load master.dacpac. All dacpacs are in the same directory, and do not have references to other databases outside the scope. Also the directory is clean so unpacking would not overwrite a thing. When I try to unpack that file myself, it says: "Could not unpack the package".



These errors do not appear when I either:




  1. use the master.dacpac from version 90 (all next versions do show the same behavior)

  2. or generate a master.dacpac from the 2017 master-db myself


However both those methods do not give me the right contents for the dacpac. Specifically I am referencing sys.dm_exec_describe_first_result_set (available from SQL Server 2012).



I'm kind of stuck now on how to proceed, and would love to hear your suggestions!
