How can I “stop” an instance group in GCE, not delete it?

I have 1000 nodes running in an instance group, and most of the documentation by Google I found simply say "add autoscaling" or "set VM instances to 0", however (correct me if I'm wrong), I think that will delete not only the CPUs, but also the disks. Deleting an instance also deletes any resources attached to it. Deleting the disks is not an option for me, as I need the data in them for later use. Is there any way to stop all instances in an instance group without having to delete the whole thing or adding an autoscaler? Stopping individual instances doesn't work, they all just start up again. If I don't get these instances to stop, this will end up being a huge money drain.
