What is the rest of the sentence? If the pile is of something like building blocks, it should be 'The pile of blocks'.

There is usually more than one thing in a pile, so it probably should be the pile of blocks (plural). We generally only use a singular noun after pile if it is a mass noun, like the pile of sand or the pile of fruit. So neither is correct.
