Internet Connection Sharing in Windows 8 switches off every 15m - 3h

I try to share the internet connection to other network in Win8 x32 on ACER SWITCH 10 tablet. It works for a while and then within 15 minutes to 3 hours internet sharing disappears. (internet connection is not "Shared" anymore and second connection loses default static ip of 192.168.137.1) I have to enable it again. This happens over and over. I tried switching wifi cards and share 1st onto 2nd and 2nd on 1st. The result is the same. I have telenet connection at my home and I am trying to connect as a guest telenet user (with login and password at connect, so I can't just use router as a repeater - i have to have computer to do the sharing) at my girlfriend's apartment and share it onto router so I have access on both my computer and phone there.
Is there a possibility the provider doesn't allow that and is somehow causing windows to disable the ICS? Because this is really strange, never encountered anything like it.

so I thought, but somehow the sharing gets disabled on this connection, while not with none other ones. I will try to use linux computer today to share this connection instead.
