(I made this plural so as to be correct.)
Optimist is a noun that describes a person in general. If you are an optimist, you have a typically positive attitude.
If you wake up on Monday, it's likely you'll be positive; if you wake up on Thursday, it's also likely you'll be positive.
Scottish people are optimistic.
Optimistic is an adjective. It describes how somebody is feeling about something or someone specific.
If you wake up on Monday feeling optimistic, you have a positive mood on Monday. But if you wake up on Thursday, you may or may not be feeling optimistic.
Unless you are an optimist with a predisposition to optimism, there is no way of assigning a likelihood to your feeling positive on any given day or about any given thing.
