Network proxy settings is ignored when vpn is on
I need a proxy for some content filtering enabled on my computer, so I've setup a proxy in Network preferences.
Even when I turn off my local proxy software, the web browsing works, although I'd expect the connection to fail when the proxy is down, so this means system ignores the settings.
I've found out this happens when my VPN connection is up (I use openfortivpn), although it's not used as default route, but when the VPN is up, safari/chrome and any other software using system proxy settings ignores the proxy settings.
When I use networksetup util, it looks like it's ok as well, the default gateway is on en0, which is the Wi-Fi.
I have macOS Mojave 10.14.2 (18C54).
$ networksetup -getsecurewebproxy "Wi-Fi"
Enabled: Yes
Server: 127.0.0.1
Port: 9999
Authenticated Proxy Enabled: 0
$ route -n get defaul
route to: default
destination: default
mask: default
gateway: 192.168.1.1
interface: en0
flags: <UP,GATEWAY,DONE,STATIC,PRCLONING>
recvpipe sendpipe ssthresh rtt,msec rttvar hopcount mtu expire
0 0 0 0 0 0 1500
Could anyone give me a hint how to debug the issue? Where to look why the settings is ignored? Is it macOS issue or possibly openfortivpn issue?

The proxy settings us ignored when ppp tunnel is created and usepeerdns option is used. However I don't understand why getting dns from ppp affects proxy.
