conduct violating
I was translating a paper about the enforcement of antitrust law in online markets and I came across this section:
".... including conduct violating
even only the spirit of these laws (“spirit theory”), conduct violating recognized
standards of fair business behavior, conduct violating competition policy as framed
by the FTC ...". can someone please tell me what does conduct violating mean?

It could be paraphrased as "conduct which violates", that is, conduct which is prohibited by the policy in question.
