link causes other html tab to jump

I would like to keep two browser windows (or tabs) simultaneously open, displaying text.html and note.html. A click on any link in text.html would not open a new tab, but rather would cause the note.html page to jump to that link; and the converse would happen when I click in note.html.



But in the pages below, every time I click on a different link (1, ..., k) in text.html, it opens a new browser tab. I do not want to propagate new tabs, but rather to cause note.html to jump (or scroll) to the linked fragment-identifier. How can one do this?
