Immediate shutdown when trying to boot, CPU and RAM LED flash alternately

I've set up a new system with the following components:

  • Motherboard: MSI MPG Z390M GAMING EDGE AC

  • CPU: Intel Core i3-6100

  • RAM: F4-2133C15D-16GVR

However, it won't really start. The system shuts down and re-starts after a few seconds. Beside from that, nothing happens. No display output, no beep. Nothing.

The only hint I have is the debug LED on the mainboard which shows the following behavior:

  • "CPU" flashes - half of a second. Then goes off.

  • "RAM" flashes - about 5 to 7 seconds. Then goes off.

  • Half of a second no LED flashes at all.

  • "CPU" flashes - half of a second. Then goes off, then PC shuts down immediately.

Now, does that mean I have a CPU problem, a RAM problem, both a CPU and a RAM problem which are independent, or a CPU problem and a RAM problem which are somewhat connected?

How can I proceed here with debugging?

(Sorry, if this question is too narrow.)

Edit
What I tried: I removed CPU and RAM and re-put in. Motherboard is definitely connected to power. Fans (including CPU fan) are working. CPU power suply on mainboard seems also to work: If I remove it, I get a different behaviour: Only "CPU" flashes and nothing else happens. No "RAM" flash. No restarts.

  • Did you try reseating RAM and CPU? Also check the CPU and motherboard power cables. Make sure they are in the right slots on PSU and also plugged in all the way on the mobo. This is a narrow question but let’s start here and figure this out.
