namecheep cPanel server wont let me save large image into the sql table

im using namecheep server to host my website and i have a page where you can create a post . On the create post page i use a WYSIWYG summernote extension for the textarea. when someone uploads a large image into it and then clicks the submit button to create a post nothing happens. This does not happen when i test it on local host, i can add alot of high quality images on localhost. I tested to see if uploading a really small image works on the server, and it does. so i thought the problem must be because of the size of the images.
so i updated these values on cPanel to:
memory_limit 768M
post_max_size 128M
upload_max_filesize 1G
but that didnt work so i dont know what the problem is....
This is the code for the page for creating a post
and This is the code it runs when you click submit on the creating a post page
im not sure whats causing the problem.... whats annoying is that this only happens on the server so i cant debug it on localhost :(
i guess the question is,
1. do you know whats causing this problem on the server?
2. is there a way to debug when im on the server?
