On Hover Effects on an Overlay in JS

I'm new to developement and have been self-teaching. I'm working on a project at work to improve the quality of life for those who come after me. Here is my problem:



I have the floorplans of my building loaded in as maps in my html. I marked rooms and points of interest with but for the life of me I can't get a border around them! In my mind I want each area to have a red border, and on hover it would turn green and display a tooltip with basic information about that area. I have read that it cannot be done without some kind of overlay in JS. But being the beginner I am, I wouldn't know where to even start.



This is the last thing I need to finish this project so any help would be appreciated. Thanks!



Edit: The computer I'm developing on does not have internet access so I cannot download any API or plug-ins.
